Will Your App Run Faster With More Cores?

How can you tell whether your software performance will scale with a greater number of cores or whether you need to further its parallelization to take advantage of multiple cores? Tools such as Intel's VTune Amplifier let you measure what your app is really doing. Is measuring the potential concurrency of your apps something you do? Always? Sometimes? Rarely?
